Overview and Synopsis:

“This communication will serve as official notice that CJS will accept the listed presentation as being available to a NC criminal justice officer participating in the NC Criminal Justice Education and Training Standards Commission Law Enforcement Officer Certificate Program, either at the intermediate or advanced level”. Mark Dearry, Training System Manager/CJS

It is understood that one of the most basic forms of matter are the gases that make up our atmosphere. Much is to be learned about the gases we breathe and the effects they have under certain circumstances. It is also understood that the diver, recreational or commercial, understand these properties as well as the behavior of these gases under hyperbaric conditions. This workshop is a review of these principles and affords further understanding as to the necessity of safe diving practices. Many of the gas laws reviewed, or as part of a curriculum in recreational diving, are not adequate enough to give the diver the education and understanding necessary to dive as safe as possible. This has become quite prevalent in studying mortality rates among recreational divers. The focal point of this workshop is to review typical gas laws associated in recreational diving and extend this knowledge base beyond that level. The Anatomy and Physiology and the Pathophysiological are included in order to provide clarity of each gas law and the effects of each. The subject matter extends beyond the gas laws to include the following:

Morning workshop: 4 hours given in 55 minute increments.

  1. Overview of Responsibilities and Qualifications of those involved in Crime Scene and Death Investigations.
  2. Documentation: including the: how, who, where, when and what.
  3. Photographic evidence: including ultraviolet photography, as an intricate part of the Documentation Process.
  4. Evidence: Preservation, chain of custody and evidence protection considerations. As fail safe as humanly possible?
  5. Temperature control of the evidence that is collected: How to preserve and protect the evidence environment.
  6. Most common requirements knowledge and skills for the CSI: Why are agency protocols different?
  7. Primary gas laws.
  8. Pathophysiological Aspects of Hyperbaric exposure.
  9. Advanced Anatomy and Physiology: The six stages of decomposition and postmortem anatomical changes in the fluid medium including the body cooling rate. What may affect the six stages of decomposition and the body decomposition and cooling rate?
  10. Immersion Hypothermia: a review of each stage.
  11. Exothermic Diving increases Diver Safety.
  12. Pharmacological considerations.
  13. Shallow Water Blackout, Dysbaric Diving Casualties, Avascular necrosis, Pulmonary Barotrauma.
  14. Gas Exchange, Nitrogen absorption.
  15. Histology of Alveolar Walls, Salt water aspiration syndrome.
  16. Complication regarding pulmonary elasticity: Hooks Law.
  17. Diving equipment configuration and safety devices: breathing underwater; an air delivery system or life support system? Is it configured properly with the right safety systems incorporated?
  18. External Canal Squeeze.
  19. Barosinusitis, Cranial Nerve Barotrauma, Perilymph Fistula, Alternobaric Vertigo, BPPV.
  20. Cranial Nerve Involvement.
  21. AGE.

Afternoon workshop: 4 hours given in 55 minute increments.

  1. Evaluation of the Scene: a methodical and systematic approach. Exceed the expectations of the court.
  2. Primary tools used in Crime Scene and Death Investigations: How does the Jury interpret this information and why are specific departmental protocols used?
  3. Safety and health risks involved in crime scene investigations: What are you overlooking?
  4. Precipitating events: The what, where, when, how. Minimizing “dive time and diver exposure”. And why is it so important to document what was ingested, injected, absorbed or inhaled?
  5. Reasonable doubt regarding controversy in fingerprints: ballistics and trace evidence. New challenges and arguments.
  6. Step by step documentation process of decedent. Why does the diagram have two arrows pointing “N” north?
  7. Evaluation. The Decedent, why are precipitating events so important?
  8. What are some of the similarities in the submerged victim and victims on land.
  9. Decontamination Protocols ~ Diving Equipment- Contamination and decontamination of equipment.
  10. Panic and the diver response. The number one cause of diver fatality?
  11. Saltwater Aspiration Syndrome, what is it and how does it affect the diver physically.
  12. Critical Incident Stress. What is debriefing supposed to accomplish?
  13. What is Reactive and Situational Depression?
  14. What are bipolar, unipolar and endogenous psychological disorders?
  15. Review of popular underwater homicide case in the Carolina’s; The CSIDT International Documentation.** Power point presentation**
